The second edition of the Student Forum took place on 9–10 May 2025 in Skopje, North Macedonia, further consolidating the Forum as a regional platform for student participation and policy development. Over the course of two days, the Forum gathered 140 participants from North Macedonia, Albania, Serbia, Kosovo, Bulgaria, Greece, and Montenegro, who took part in plenary sessions, workshops, and thematic working groups.

Building on the outcomes of the first edition, the 2025 Student Forum focused on student participation, well-being, and cross-border cooperation in higher education. Several important normative and policy documents were adopted, including the Student Well-Being Charter, updated Student Forum Resolutions, and the Joint Declaration on the Recognition of Higher Education Diplomas, addressing long-standing regional barriers to academic mobility.

The Forum also resulted in the establishment of the Troika Mechanism, a new coordination framework linking high-school and university student representation, aimed at strengthening continuity, inclusiveness, and long-term student advocacy across different levels of education.
